Minutes of regular meeting, 6 April 2023
The Adelante Progressive Caucus of the Democratic Party of New Mexico held a regular monthly meeting on Zoom from 6:45 pm to 8:19 pm on Thursday, 6 April 2023.

Call to order
The chair called the meeting to order at 6:45 pm.
Approval of minutes
The minutes of the general members meeting of 2 March were approved as published.
Treasurer’s report
The treasurer reported that the current balance of the caucus’s bank account is healthy. He is working towards the submission of a report to the Secretary of State on 10 April.
The transfer of the debit card and bank account is not yet complete; the chair and treasurer will follow up.
Bylaws revision proposal
We reviewed the proposed changes to the bylaws.
RESOLVED: to send the bylaws revision proposal to the membership for an electronic ballot, to run from 13 to 27 April. (Moved by SR, seconded by MS.)
CH suggested that if we have a table at the SCC meeting on 22 April, we should have at least one printed version of the proposed new bylaws available for inspection. She also suggested we should have some sort of meeting in connection with the SCC meeting; this was discussed but no action was taken.
Resolution on state committees
The chair appointed a committee of Cheryl Harris, Jane Yee, Scotti Romberg, Maurreen Skowran, and Joann Vullio to prepare a resolution on the rules governing state party committees, and work to garner support for it in the state central committee.
We discussed the precursors to this resolution and whether to try to bring it forward at the SCC meeting of 22 April or take more time so as to prepare the ground more thoroughly. There were views on both sides of that choice.
Other resolutions expected in SCC
JY reported that the state platform and resolutions committee (SPARC) has approved three resolutions for submission to the state central committee, covering issues including high-speed rail, dedicated bike lanes, and promotion of high-density zoning in urban areas.
There was discussion of the various state party committees.
