Communicating Information
Member to Member Communication
A member of the Caucus can distribute information to the rest of the Caucus membership under the following conditions:
- Only a caucus member can have material distributed to either the whole membership or members within any Congressional district.
- The Material must be caucus business.
- The Material must not be defamatory.
- The member(s) who wants material e-mailed out will send the material to the chair of the communications committee.
- The communications committee will send only periodic e-mails and not allow those making requests for material to be sent to dictate timing.

Sharing Adelante Financial Information
Adelante financial Information will not be posted on any public site except as required by law. All requests for Adelante financial information shall be forwarded to the Treasurer who will refer the requester to publicly-available information. Non publicly-available financial information will be shared only upon request, only to an Adelante member, and only upon written verification by the requesting Adelante member that the list is to be used exclusively for Adelante business.

Facebook Progressive Forum Policy
Content: An Adelante Facebook administrator is free to remove any Facebook post that is not appropriate or relevant to the Adelante Progressive Caucus forum at their discretion. Participants must stick to the matter that is germane to the original post during discussion.
Conduct: Posts that are not apparently made in good faith, do not use a respectful tone, or that personally attack another contributor to the Facebook forum are not acceptable. The administrator will provide a private warning if such a post is made.
The executive committee may vote to remove the person who made the post if the conduct continues.
Financial Protocols
Authorization of Expenditures
Only the following expenditures are authorized:
- Expenditures pre-authorized in a budget passed by majority vote of the Executive Committee if the Caucus has sufficient funds;
- Expenditures of $100 or less if authorized by both the Treasurer and either the Chair or the Vice-Chair and if it does not cause the Caucus account(s) to go below the operating reserve; and
- Expenditures over $100 if authorized by majority vote of the Executive Committee.

Finance Accounting to Executive Committee
The Treasurer shall provide to the Executive Committee: 1) all monthly bank statements as they are issued, and 2) all financial reports required by and submitted to Secretary of State.

Operating Reserve
The Treasurer shall maintain $50 in an operating reserve and shall not make expenditures which would cause the Caucus to have less than $50 unless excepted by the Executive Committee by majority vote. If anticipated expenses would cause the Caucus to have less than $50 in an operating reserve, then the Treasurer shall so inform the Executive Committee at least two (2) weeks prior to the anticipated expense needing to be paid.

Semiannual Membership Meetings
Meetings will be held in conjunction with meetings of the DPNM State Central Committee. The chair of the congressional district in which the SCC is meeting is held will take the lead for the meeting logistics and program, in consultation with the chair.

Speaking as a Representative for the Caucus
Any Adelante Caucus officer may speak publicly on behalf of the Caucus so long as the officer keeps the Executive Committee informed of public statements. Any Caucus member may speak publicly on behalf of the Caucus with authorization of the Executive Committee. To the extent possible, Adelante officers and members speaking on behalf of the Caucus should also inform the greater membership of the Caucus position on which they are speaking through the Caucus website, newsletter, or other Caucus communication mode.
